JCPL is administered by the Jefferson County Board of County Comissioners, which oversees its budget, staff and operations.
State of Florida
About 40% of library funding comes from the State Aid to Libraries grant program, which is administered by the State Library of Florida. This funding helps rural libraries provide high-quality sercvices and meet professional standards across the state.
Wilderness Coast Public Libraries Consortium
In addition to local and state funding, JCPL participates in the Wilderness Coast Public Libraries Consortium (WILD). Working through this consortium allows the member libraries to function as a larger library unit, sharing a collection, e-book purchases, discounts, and other benefits of large libraries.

Jefferson County R.J. Bailar Public Library is fully committed to providing accessible facilities, elements and
channels of communication to all members of the public. As part of this commitment, Jefferson County R.J. Bailar Public Library
has a policy of providing an accessible website compatible with the Web Content Accessibility Guidelines (WCAG 2.1) and
commercial screen reading software. All features of the website are coded to allow individuals with vision and
other impairments to understand and use the website to the same degree as someone without disabilities. We welcome
